Baytown is one of the few cities where two different counties each run a justice court with a Baytown address. Most of the city is in Harris County, but its eastern part is in Chambers County, and a debt lawsuit generally follows the county where you live. If you've been sued over a credit card, a personal loan or a collection account, the first job is figuring out which county's system you're in.
Texas Debt Law defends Baytown residents in both counties, for a flat fee. We speak Spanish, and our phones are answered seven days a week.

Two Counties, One City
The U.S. Census Bureau's 2024 estimate puts Baytown at about 86,004 residents. About 94% live in Harris County and about 6% in Chambers County. The county name is printed at the top of your citation and petition. If it's not the county you live in, that's worth a conversation, because venue rules generally point to the defendant's home county and precinct.
If You Live on the Harris County Side
Harris County has 16 justice courts across 8 precincts. The county's contact list puts the court for Precinct 3, Place 2 at 701 W. Baker Road in Baytown. Its partner court, Precinct 3, Place 1, is listed on Wallisville Road in Houston. Justice courts hear claims up to $20,000, so most credit card suits start in one of them.
Bigger cases go to Houston. The five Harris County Civil Courts at Law sit in the Harris County Civil Courthouse at 201 Caroline downtown, and civil district court cases are kept by the Harris County District Clerk. For a Baytown resident, that's a trip along I-10 that most clients never have to make, because we handle the filings and most of the case electronically.
If You Live on the Chambers County Side
Chambers County is much smaller, and its courts are organized differently. According to the county directory:
- The county has six justice of the peace precincts. The Precinct 6 office is listed at 7711 Highway 146 in Baytown (see its directory page).
- Above the justice courts are a County Court at Law and two district courts, the 253rd and 344th.
- The District Clerk's main office is in Anahuac, the location of the county's main offices, with a branch office in Mont Belvieu.
A suit filed in the Chambers County Court at Law or a district court may mean a hearing in Anahuac, a longer trip from Baytown than most people expect. Again, the bulk of the work happens on paper, and we tell you in advance if your presence is required.
The Deadline Is the Same Across the County Line
Harris and Chambers follow the same statewide rules:
- Justice court in either county: answer by the end of the 14th day after service (Tex. R. Civ. P. 502.5).
- County court at law or district court in either county: answer by 10:00 a.m. on the Monday after 20 days (Rule 99(b)). A summary judgment motion filed on or after March 1, 2026 must be answered within 21 days after filing (Rule 166a).
Use our answer deadline calculator to estimate your date. A missed deadline can mean a default judgment, followed by attempts to freeze bank accounts or place liens on non-exempt property.
How We Work a Baytown Case
- Confirm county and court. We read your citation, check the county against your address and note any venue problem.
- Answer on time. We file your answer before the deadline.
- Demand proof. The signed agreement or terms, the statements and, for debt buyers, the chain of ownership from the original creditor.
- Check limitations. Four years is the general limit (Civ. Prac. & Rem. Code § 16.004); debt buyers can't sue on time-barred consumer debt (Fin. Code § 392.307).
- Resolve. Dismissal, trial, or a negotiated written settlement, depending on the evidence and what you want.
Our firm has had hundreds of debt lawsuits dismissed. That's experience, not a forecast; every case depends on its own records.

Our flat fees start at $400 and depend on the amount of the suit. Payment plans are available. Claims we bring against abusive collectors under the FDCPA and Texas Debt Collection Act are a separate service.

Baytown FAQs
How do I tell whether my Baytown address is in Harris or Chambers County?
Your property tax statement, appraisal notice or voter registration card names your county. For the lawsuit itself, the county on the citation is what matters, and we'll check it against your address.
There's a justice court on W. Baker Road and one on Highway 146. Which one has my case?
Harris County lists Precinct 3, Place 2 on W. Baker Road; Chambers County lists its Precinct 6 office on Highway 146. Your citation names the county, precinct and, in Harris County, the place.
Can a creditor garnish my paycheck from a refinery or plant job?
No. Current wages can't be garnished for consumer debt in Texas, whatever the employer (Tex. Const. art. XVI, § 28). Your homestead and up to $50,000 in personal property ($100,000 for a family) are also generally exempt.
What if a judgment was already entered?
We review whether it can be challenged and, if not, negotiate a post-judgment settlement at the same flat fees. More general answers are in our debt lawsuit Q&A.
